This age restriction was already in place for cigarettes. The new regulations made sure the age restriction applied to nicotine pouches, e-cigarettes, heated tobacco products, and other products which allow the smokeless inhalation of tobacco substitutes.

Distance Regulations

This is alongside any mandatory health warning, which must be included under EU rules.

Again, fail to comply and you can expect a €2,000 fine and a 30-day business suspension.

The law specifically defines nicotine pouches as “pouch with nicotine for oral use”. This is beneficial to the industry as it ensures they are legal, eradicating any concerns from buyers or sellers.

The good news is that there is no mention of limiting nicotine pouch flavour options. Romania appears to be acknowledging that nicotine pouches are an effective part of tobacco harm reduction strategies.
